Default 1700 rpm whining noise..

When im accelerating or going about 35 or so and im about 1600-1900 rpms my engine makes a whining noise, and then when i go higher or lower it it goes away. im not sure if when i go higher it just gets drowned out by other engine noise or not, but its very easy to hear at 1700. its a high pitched whining sound. im guessing its a belt? Any ideas? Thanks

Def sounds like a belt or tensioner man.
