Is the 12V really this slow or am I missing something?

How can I check the changeovervalve isn't working? and i do plan on getting my fuel filter and plugs serviced soon so I hope that those will help as well.

When its revved up it does pull up until high RPM's but just when im shifting from 2nd to 3rd it doesnt like giving me the responsiveness I'd expect

It's on the front of the intake mani, right where that vacuum hose leads to there. Just grab the cruise control actuator and pull on it to open the throttle. Rev it high enough and you should see the linkage to the intake changeover valve move. Might be easier if you had someone in the car revving it to 5k or so, but you can do it yourself too.
