WTF, boost surge
Alright,
Running the boost up, got it consistently to 15 - not.
It hit 15psi then down to 9 psi then bounce back to 14psi, then bounce down to 9 psi then back up and hold about 11. WTF is going on? I can hear the compressor on the turbo spooling then DV then spooling so it's not the guage. Only thing I can think is the diode is on backwards, however on startup I get a miss occasionally, I write that off to the two bad coilpacks that are in the mail though.
What's your inputs, turn the diode around?

If your diode was backwards the car WOULD NOT START. The fluctuation is in the boost control and nothing more. You need to adjust your BM or whatever you are using.
**EDIT, if i recall, you are trying to use a 4.7v with stock tuning. If so, there you go, that is what is wrong.
