turn signals started to flash quickly for a few seconds and then just stopped. Fuse is good, bulbs all work with emergency flasher. I can operate them by lifting the stalk up and down just enough to make contact however this is no solution. Anyone with any advice would be most appreciated. Oh and btw blinker fluid level is good.

 

Are you sure you use the correct blinker fluid?
You need 10wlumen!

Replace the hazard relay. Yes even though you're hazards work properly.
The hazard relay controls the blinkers as well. There are do it yourself write ups all over this forum.

i have the same thing happening at the moment, and from the sound of it the relay is in the dash or i may be wrong.
where is the location of the relay and would i be able to get it at the local autozone or pepboys?
