Price depends on model and options.

Mileage?
Has timing belt been done?
Depending on those factors the price can vary up to $4000 between a high mile 180hp fwd without the timing belt done and a low mile 225hp Quattro with a fresh timing belt.

how are the tires?
make sure the inner part of the tires have tread as well so you know if the alignments right
make sure the CD cartridge is still in the car if it has a 6 disc cd changer
make sure the spare tires in the back under the fold back floor along with all the tools and etc
Look along the sides of the car for digs and the top of the roof edges for rust
check the brake pads and discs
Check to see if the manuals still with the car and if it has the original stereo, make sure the security code is in with the manual
make sure the car isnt throwing any codes
check to see if all the gauges are working properly
check to see if the ABS light is on or not, if its on its not working
look for chips in the front window
make sure all the windows roll down and up properly
and thats all I can think of right now

Just as a comparison, I just recently got a 2001 Quattro 225, 68k miles, good tires, with everything TheBlackPearl mentioned except for the brake pads - those do need to be replaced (in fact, the dealer even threw in a free timing belt replacement as I was playing moderately hesitant) for $13,995. Now, since I bought it the car has developed what seems to be a boost leak, but you never know...
