You're chances of being pulled over for a euro front plate in NY are higher than if you run no plate at all.
I run no front plate, and the euro cutout is bondo'd over, TomRitt, from PA where front plates are not manditory has been pulled over in NY for a euro plate. I believe he kindly reminded the officer he was from PA, and it was legal, and the cop left him alone.

In California it's illegal to tint side windows (though some still do) and I'm thinking about getting at least a 50 or 40% tint on the sides for that. In Bakersfield, summer temps can reach the 110+ mark easily
