As someone who worked in the lighting industry working with all the world's major manufacturers for 15+ years I can tell you that there should not be grime inside a headlamp and that this should be covered by warranty. Condensation, now thats a different matter.
Headlamps are designed to breath, otherwise when they get hot they would swell like a balloon and ruin the main seal between the lens and housing. The trick is to get them to breath without having a negative impact on lighting performance. For that reason there are typically two vents, one in a low pressure and one in a high pressure area. When the lamp turns on and heats up it exhausts the internal air, consequentally when it cools down after being shut off it will suck in outside air. If it is a humid day the lamp will suck moisture inside of it. Then , if the outside conditions are correct (ie temp cools quickly) the lamp will form condensation on the inside of the lens. When the lamp heats up again the condensation vaporizes and is exhausted, cycle repeating. This is normal and short of redesigning the lamp, unavoidable.
If, however, there is so much condensation that the lens does not clear up after use it is a sign that there is something wrong with the lamp (perhaps a broken seal) and again it should be covered under warranty.
Hope this helps.
