Default Airbag and Parking Brake lights on

I have the following codes:
Airbag - U110100 - Component protection active static
Brakes -
00473 - Electronic parking brake control module -J540 Please read DTC static
Parking Brake - 01321 - Airbag control module Please read DTC
static

I use the OBDEleven system to read it. I can reset the codes however they return instantly. So far what have I done: Checked the parking brake control module (in the right rear panel) Looks all good. Checked all the wiring to the parking brake and all looks quite good
The voltages are all good (just got a new battery about a month ago).
Any ideas on what to check next, before I start trying to replacing the control modules. On that note does anyone know whether a used module needs reprogramming by a dealer or not?

Oh, I have a 2012 Q5 2.0T with 125000 miles on it.
