Tightening Rack bolts

Same spline socket. Actually, I want to correct myself. Two of the three are accessed from above, one from below. Remove the leaf screen and look down below the power brake booster and you will see the two bolts that you access from above. The third one is a real bitch to get to. You have to fish a socket on a couple of long extensions up from below while looking in from the wheel well. You cannot see the bolt but a small mirror might help. Mostly, you do it on by feel.

Just to clarify, there is one more bolt to tighten, and I access it from underneath the car? Do I need to remove a tire or just put the car on jack stands? Thanks for helping me find this so a shop wont charge me a bunch of money to tighten a bolt.
