Default Stiff steering at low RPMS

My 04 steering gets very stiff at engine speeds less than 1,000 rpm.

Pump belt is good, no slippage, fluid level is OK.

I just did a flush, no help

What am I looking at here, Pump, Rack, something else?

I had the same problem before. I replaced my upper control arms and the stiffness was gone.

Getting ready to buy the pump and pull the front end to get to it.

Anyone have other ideas?

It's actually a relay........so check your relays it might not be there ....Audi uses an electric power assist and some ppl don't like it so they pull the relay ......
