What approach would you recommend in lieu of gutting the cats? A number of states have annual emissions tests that would preclude this as an option. CA in particular, is real strict on modifying emissions equipment. You might wind up getting your car impounded until you get it back into compliance.

Although you would never be able to tell anything was modified by looks alone. As you still use the stock downpipes. The cats are just hallowed out.
Only way you would be able to tell is if the check engine light was left on or they do a snuff test with the exhaust. Visually it looks the same as stock.

I know in OH you can register your vehicle as a "collector" car and it a lot of times gives you a hall pass for emissions testing. Obviously there's probably more requirements to attain these plates but it might be something to look into if you have an extensively modded car and want to drive it on the street.
