I noticed the same thing while I was changing the pads and rotors out on my car. I asked around and people said that it's normal for the axles to turn when the tranny isn't engaged. I thought it was weird too, especially for quattro.

If I'm not mistaken:
The reason the wheels will spin freely even though the transmission is locked is because of the rear differential (one wheel spins one way, the other will spin the opposite when it's up on thejacks)True, the transmission is locked up when you're in "P", the differental is located between the wheels, not affected by the transmission. If you were to spin the wheels and look at the driveshaft, it the driveshaft wouldn't spin, even though the wheels do.
When the car is on it's own 4 feet, both wheels are trying to rotate the same way, thus forcing the differential to spin the driveshaft (it can't spin the opposite tire the opposite direction because its in contact with the ground), but that motion is arrested because the transmission is locked, thus prevening your car from rolling.
The fact that it's quattro doesn't really play into this, other than our cars having two sets of differentials and 4 half-shafts.

Its normal. They do that sometimes with all four wheels in the air too like on a lift. The fwd cars do the same thing. I have no idea why they do it. Sometimes its easier to say act of god with these cars than it is to try and figure out why.
