FROM AUDIZINE (via google search)
This should help
Step 1: Take out the instrument cluster.
Step 2: Disconnect the plugs.
Step 3: Remove the remaining plugs.
Step 4: Remove the cover. Take out the screws and snap open the cover, on face lift you will have two screews holding the back in place as well has the tabs.

BULL ****!!! I hate it when the dealership and others make stupid remarks.
The lights can be replaced on the dash of a 1998 A6 instrument pannel-cluster. I have done it on numerous vehicles including my current 97 A6... The bulbs are special but can be purchased on-line for around $3 each -- (Awhile ago I saw some for around $1.50) Bentley shows the location of the bulbs and a search of a few Audi web sites will tell you how to remove the cluster. It is a simple job --- I did the last one in about an hour- including taking a few minute to drink a cool one and making the inevidable pit stop because the liquid did not have to slow down to change color...

The IC comes out pretty easily. You do NOT need to remove the steering wheel as shown in this picture. Just tilt it downward as far as it will go. First, remove screws labeled #2, and remove the trim piece, #1. You will then see a few bolts at the bottom of the IC holding it in. Remove those, then carefully pull it out and disconnect the connectors on the back. After you get it out, the bulbs are easy to replace.

on the 98 c5 sedans you cant just change the bulbs, but the 98 c4 wagons you can because audi still kept the c4 look on the wagons not the sedans, but theres company on ebay who remanufacter audi clusters for $350, infact im saving up some cash to get mine fixed and they have a life time warranty on it,its better than paying audi $1000 to get a new one
