That's not even 13mpg - despite city driving and being in the cold, something is going bad - it shouldn't be that low. I'd clean the mass airflow sensor, check/change the oil filter, and possibly look into new primary (pre-cat) O2 sensors. Also, you should consider doing a Seafoam treatment on the car, in the fuel, oil, and vacuum systems - that can make a nice difference. Search "seafoam" and you'll find a ton of info.

Check your brake calipers, to see if they are dragging. If they are dragging, then there may be rebuild kits available with the seals and boots. Parking brake cables sometimes fail.

I say stop driving so hard, haha.....so just how hard are you driving? What do you get when you baby it and go nicely? The issue is that you would have to be pretty much gunning it at each and every stoplight to get that kind of gas mileage.
