At that mileage, not many. Control arms might go on this car, but probably not a concern until after 60k. Turbos do better if they're well taken care of (search on "rules of turbo ownership") but with low mileage, that insulates you against the unknown of how they've been treated in the past. Take a look a few posts down (2001 2.7T tuneup) for things that you might want to consider doing/checking.
Biggest thing to do is have a good independent Audi mechanic (not dealer, but Audi specialist) do a pre-sale inspection. Will cost you a bit (maybe $100) but it's worth it. Check the appropriate regional forum here and on www.audiworld.com for a recommendation on somebody in your area.

Sounds like it might be a little high. Suggest you do a country-wide search for comparable cars on www.cars.com and www.autotrader.com to see what comparable cars are running for. The CPO thing is worth a grand or two so it might not be too bad. Either way, see if you can talk them down.

I paid $28,000 for a 2003 A6 2.7T MT6 in March 2005. It has 37k miles at the time. So the price does seem a little high. But I have had to replace the alternator - so there's $600-1000 that would have been covered by warranty. You should find out if the warranty covers the timing belt kit change somewhere between 80-100k miles. And if yes, get it in writing. That will save another $1000-1500.

The timing belt replacement is part of scheduled maintenence at 75K. You can purchase extended maintenence for $650 which covers this, a fair deal. Buttiming belt replacementis not included in the factory or CPO warranty coverage, nor are any other "maintenence" items.
As for the $27.5K price, you should be able to get them to come down another $1-2K, especially if you include the maintenence contractin thenegotiations.
The '04 S-line has some nice upgrades, including more hp and torque, plus sport suspension, and the last of that A6 line, so reliability has been a bit better than earlier years. Nice car, go for it.
