Not all rotors are balanced. Some, mostly made in China, are as cast and can lead to vibration issues, especially on the Audi which is overly sensitive to balance issues. Look on the outside edge of the rotor for a flat spot. That will indicate that the rotors have been balanced. Or, just stick with a brand name, such as Wagner, but refuse them if they say "Made in China".
