If youre going to reply to someone's question that was asked about 10 posts ago, it helps if you "quote" who you are replying to... Otherwise it just looks like random insight..

the down pipe connets after the cat converter. the test pipe replaces the cat. thats why they won't pass emissions.most after market exaust systems come with a down pipe. but you can purchase seperate.

well look like they have it everywhere but since you have an 03 it might not be required
-All vehicles driven on Arizona roads must comply with the regulations established by the Arizona Department of Environmental Quality. When it is time to renew your vehicle's registration, the form will indicate whether or not an emissions test is required. Most 2002 and newer vehicles are not required to be emissions tested.

Hmmm... So once I move back they'll either test me our not (Moving in the summer) in that case I'll leave my car with no test pipe now and put it on after I either take there emissions test or find out I don't have to.... Does a test pipe really offer THHATTT much more power than a high flow pipe.. or whatever you wanna call it. The thing nuyorka has.

Its an ATP tp that ecode sells. You can see it on their site in the product desc. for the B5. 30 mins into the job, got the airbox out, 02 sensors disconected, primary is out of the cat and I just broke the turbo/cat bolts lose. I already have bloody knuckles .
Trying to take some pics.
