Default Stronger Solvent needed

First of all I did search ok...The brake dust and road grime build up on my wheels is ridiculous, the previous owner had the car in a garage for almost a year and half. It has never bothered me before but after repeated washing and the stuff is still there its getting annoying fast. So does anyone know of a alloy cleaning solvent that strong enough but won't ruin the finish? I'm thinking of just spraying gumout bug and tar remover and letting it sit for a while, will that work? Thanks in advance.

i've heard oven cleaner but that might strip the finish.... so might paint thinner though...
