Speedometer "steps" to 160mph

Default Speedometer "steps" to 160mph

On my1998 Audi A4 when you turn the ignition on oropen the door orturn on parking lights/headlights or press the clock adjusment/insturment illumination button the needle of the speedometer will quiver for about 7 secondsat 0mph and thenjump to 3mph, also the tachometer will not work until it also times out in about 7 seconds. Once in gear and moving the speedometer then jumps in increments of 4 or 5mph as long as your speed is increasing speedometer continues to jump to 160+mph, it will stay there until ignition is turned off then it "steps" back to 0mph. Once running the tachometer always seems accurate, I checked the vehicle speed sensor and it checked out OK. Used magnet andohmeter to check it. I checked grounds etc. they seem Ok.

probably a shorted wire on the drivers door
