48$ is a great deal cuz it is a pain in the butt. The tire will perform better at almost everything, we have been doing this in the 4x4 world for years. Speedway sells a non-heated for 35$? but if you are serious get the 100$ one with heat it will go through rubber like butter...IMO pay to have it done, I spent 4hrs on EACH 38.5x14.5x15 super swamper!!!!!!

Basically you want a machine to do it. Siping it your self is fine for off road use. but for our cars.. have a place like Discount, america,s sears, les swab. mount it on their machine and sipe the tire using the machine.

Ive had this done to a few of my cars and yes it dose make a diffrence, espcially on a civic I owned that came with some really cheap rubber. There are a few tires out there they say not to sipe however. They are the michelin symmetry, LTX M/S, Cross terrain, and of course snow tires due to the already extensive factory siping.
