Default RPM Drops

I have a 1999 A4 1.8T Quattro. I am having a peculiar problem. In slow traffic(the one with stop and go kind) while the car is on hold, all of a sudden the RPM drops and looks like the cars gonna stall (die down) whoch it never actually does though. But when I give gas car would not move and struggles with a jerky kinda motion to get any acceleration. Then all of a sudden the RPM increases and car accelerates. I hear hard noises when when its trying to change gears(atleast thats what I think it is). Any ideas??? I went to the dealer and he told me there was problem with Turbo which he changed, but its still causing the problem.

Well if they changed the turbo and it didn't fix the problem, arent they entitled to fix the ACTUAL problem??

Yeah, I just took the car back to them. They are saying now they need to decarb the car. Apparently it could happen due to carbon build up. Any other thoughts on this? Could it be due to any other problem! The weird things is, it does not happen when driving freeway speeds.

Clean up the throttle butterfly, idle is controlled there, only takes a bit of crap or some build up of oily sludge to make the idle iffy.

They changed throttle body. Still no avail. They are trying with O2 sensor now. They cant seem to figure out the problem and are trying Audi help line [:@]

It's called a throttle body. And yes the inside pieces that swivel open are called the throttle butterflies. One for low rpms and one for high (12V engine at least).
