I was going to say it could be clutch chatter but your in neutral. Is the clutch being pressed at all? If its the heat sheild on the cat you can buy a exhaust clamp to hold it on ir you could rip it off. Its there to dissapate heat as well as gaurd the cat from crap you may run over. Trust me if it did nothing then auto makers could save millions a year by not installing them.
