Maybe you don't have power going to ICM, maybe a fuse is blown? Then check the ICM. When you say the engine doesn't respond, do mean the starter actually is turning the engine or is the starter motor just spinning (high rev and you hear it). If the starter motor is spinning, but not turning the flywheel, the starter thing (im drunk cant think of it) is bad.

I have checked fuses - all good.[/align]Starter is turning the engine, but engine doesn't respond at all. Starter sound as usuall, no hi revs.[/align]

hmmm strange one here? you say the engine cranks I assume you checked the timing belt so the crank and the top half are turning together? the fact the dash lights are switching off could be the starter motor is over heating and causing a short or it could easily be the ignition switch cutting power

Here is how everything works (or doesn’t) in order
I put the key in the second position. The dashboard is blinking once, then it losses lights, and then it blinks two more times.
When I am trying to start the engine starter makes sound, then lights inside are going off, then they turning on again and starter spinning the engine, engine spins and that’s it.
