Where do you live? Is it cold? If you put water or non temp rated washer fluid in your tank it will freeze. Check you fluid level and if it is frozen and make sure you buy fluid thats rated to -20C. locking the motor may or may not cause a fuse to blow but will definately will result in no fluid or sound from the motor.
You should be able to hear the relays if you turn ignition to second position without starting it and then hitting the wash switch.

I live in CT. It worked last Friday when we got the snow and then it just died. Thought maybe it was empty, but the warning light never came on. I use -30 washer so the freezing shouldn't be an issue.
I'll need to check if it is clogged, otherwise I think it is the pump that has gone bad.

I had the same problem with me 2001 A4 at 60k miles. Mine problem was that there was a crack in the washer tank so I would put in the fluid and it would just slowly leak out. I didn't notice this was happening for a while, I though it was odd. I just looked under the car while pouring and I found it out. That could be the case. 40k in your car? It should still be in warrenty no? The dealer would take care of it. I though you get 50k warranty on the car.
