Electric aux radiator fan not running.

Electric aux radiator fan not running.
I've owned the car for 3 months (2000 1.8tQ), and I haven't seen the fan ever spin. It neither spins when temp is hot and I'm stuck in traffic, nor when the A/C is turned on.
My understanding is that the fact that it doesn't run with the A/C rules out the radiator temperature sending unit as the source of the problem.
I've checked the fuse box, but will check for the relay under the dash tonight. A/C works fine, and when I turn it on I can hear at least one relay go "click" .
If the fan relay is OK, what are the next steps to troubleshoot?
Thanks.

It should run when the A/C is on. If you have an electrical meter, you could check whether or not it's getting juice when the A/C is on. I'd hook it up with some alligator clips so you don't have to be reaching up in the engine compartment while it's running. How much past center does it get?

Yup, mine only comes on when the A/C is on. I am thinking as my next mod, I'm going to put in an electric primary fan and get rid of the factory viscous clutch fan. It's a horse power hog. The electric fan moves more air than the factory fan as well. Anyone upgraded the primary fan to electric?

I think there are two controls, one A/C controlled, and the other temperature controlled.
You sure yours is working correctly?
Anyone want to turn on their airconditioning on a 1.8 B5 , lift the hood and check if the fan comes on?
