ECU's interchangable?
I am purchasing a turbo kit that has 310cc injectors and a custom chip out of a 99.5 a4. My car is not the same year so will i be able to use the custom chip in my car even though its not a 99.5 build year?

It depends. You need to check the engine code. It's the three letter code located under the engine cover on the front right corner of the valve cover. I think the 99.5 is AEB. What engine code do you have?

Is your car N-DBW, if so it really doesn't matter for some reason. When i bought my chip it was off of a n-dbw quattro tip and I have a n-dbw frontrak, 5spd. I bought the chip used. They can reprogram it for your setup that you have. Are you looking at GIAC software?

Engine code is not significant if the car is non drive by wire. 99.5 and below fit this category.
The ECU part# is what is more important. However, even then you can recode the ecu with a vagcom.
(ie. you should not run an ecu coded for a manual in an auto)
frontrak vs quatto is not a factor in n-dbw as it is purely mechanical.
Keep in mind that there are some ECUs that cannot be reprogrammed. I have seen at least two of them before. Find out if they will hold a code change before buying one used if you intened to recode it.
