Default bad turbo or bad wastegate?

is it normal for the wastegate to open and close everytime when i step on the gas? i have done many test, i unplug the wastegate hose to the n75 and it still opens and close wastegate everytime i gas. i also have unplug turbo inlet and turbine is spinning freely, i have also inspected the turbine for side play but no play. i dont know if my wastegate or turbo is bad but it is not giving me any boost. i have a guage and it only hit 0 everytime i gun it. what could it be? i dont think i have a vac leak because guage show normal on vac. been trying to fix this problem for over 2weeks. sorry for the long post but i really need suggestion. thanks

Does it still feel normal? Im thinking you installed the boost gauge pre TB and not reading boost. If you dont have it there, move the vac line for the boost gauge to the fpr.

there is nothing wrong with the installation of the guages, it was reading normally few weeks ago. i just pulled my turbo out today and the wastegate flap opens freely, there is no pressure keeping the flap close. i can also slide the rod side to side with no tension from wastegate, is this normal?

No. the wastegate flap should be closed when not in use.

Try adding tension with the nut and if that doesnt work, find a used one or another turbo
