1999 A4 2.8 Will not start

1999 A4 2.8 Will not start
I have a 1999 A4 with the 2.8 litre engine. Engine turns but will not fire. Here is what I have checked so far.
Engine has spark
Fuel pump relay works
Fuel pump works when directly connected to battery
Fuel pump fuse only has 6 volts going through it.
Fuel pump wire that connects to fuel pump only has 4 volts going through it.
Fuel pump system is grounded to E27 ( I don't know where this is)
Other fuses have 12 volts going through them.

so the fuel pump works ( you can hear it cycle when you turn the ignition on )?? what is the voltage at the pump with ignition on it should be battery voltage 12v, if pump only works when shorting pins 48 and 52 with the fuel pump relay removed of course then check fuse #28

I get 6 volts at fuse 28
I get 12 volts at other fuses.
When the ignition is on I checked the factory harness and only get 4 volts going to the pump.
I hooked jumper wires up to the battery and the pump and the pump worked fine.

E27 is a ground...I just don't know where it is located.
I am only getting 6 volts across fuse 28 so I am pretty sure that it is a loose ground or corroded connection. I just don't know where this particular ground is located.
The diagramns help and in the one with the fuel pump relay I connected Terminal T to ground and Terminal 15 to battery positve and the relay clicks. When I connect DMM to where those to terminals are located in the factory harness with the ignition on I only get 4 volts. I am losing voltage somewhere I just don't know where.
