could he be in limp mode? since you are trying everything. try reseting your ecu then doing a TBA. if the previous owner never stepped on the gas the car is adapted to his driving and could be the reason why its not accelerating, although 15 sec 0-60 is realllllly bad. disconnect your negative battery terminal. then reconnect. turn the key into the aux position and floor the gas for 5 sec. then realease gas and turn key to off. then wait a minute and turn it back to aux position for like 2 minutes listen for the click noises. then turn to off. then start and drive away.

the 99 tested on that page is a 1.8 , the others were 2.8's... and maybe you do have blown turbo, take it to mechanic an d let him drive it, if the turbo is blown, dont replace with a stock one, buy a K04
